I started my turn with 3 military power (an a Military Convoy from a previous turn).
I played Lost Alien Warship using a goal marker for +2 military power
Lost Alien Warship provides 2 more military power (which is then usable on a second world per the rules: "A world’s power or icons cannot affect its own placement (but can affect placing a second world, see below).")
The game then correctly prompted me that "you may place a second world" and correctly highlighted the Gem Smugglers (cost: 1 Military Defense)

This situation where a player would want to wait until after conquering the first world whether or not to use a Goal Marker would come into play if the player is conquering a world without placing a development, and the additional one card income drawn is a military world that can now be only be conquered using a Goal Marker and a previously placed Military Convoy. Also, it is theoretically possible that a player would want to wait until after other players' moves are revealed to decide which world to conquer using Military Convoy, and then decide to use a Goal Marker at that point.
Also, in the case provided by the submitter, the goal marker was used /prior/ to the settling of the first world, so I think the timing is unambiguous here, and thus causes no issue (from a rule perspective) in terms of being "leftover" for the purposes of Military Convoy.

If you have a goal marker and military convoy, it won't let you play a goal marker when playing the second military world.

I conquered the Rebel World using a goal marker, giving me a total military strength of 12, of which 7 were used to conquer Rebel World. 5 Military should be left unused, enabling me to conquer Rebel Outpost. However the game will not let me conquer it.
In greenjacket124's game, the first world conquered (LABF) gave enough additional Military strength (+3) to conquer the second world (IUR) without needing the extra two Military from the Goal Marker.

If you have military convoy, the game won't let you use a goal marker on the second military world. You have to play your goal marker on the first military world if you're using military convoy. This matters, for example, if you play just a military world and draw another military world.
