I don't understand the game rule in the 1st place.
But I was trying to place a '5' tile when the minimum says 5. It should say atleast 6, or minimum is 6 if indeed that is the restriction.

Later I tried a 2nd time, same problem, a 3rd time and it worked.

I am having the same problem but with a 3 influence on a textile factory:
I want to play the "local market" and place a 3 influence on textile but every time I try I get the response: "Influence is not strong enough; minimum 3 for this city"

Could someone from BGA plz comment on what is going on? I really want to make this move and I dont want to forfeit the game or make it take excess time before the situation is corrected.

I cant make a move until this gets fixed. Where are the admins?

A quote from the rules book below. (which is slightly inconsistent with itself and the example, says 4-player game but then gives a 2-player example).

Which would mean the wording of the error message is not quite right, you must place a tile 1 value higher than the lowest, not the minimum is X, or maybe should be minimum is X+1.

So in your video example, you can't place a 4th tile in a 3-player game, and to replace instead would need to be at least a 4 value tile because the lowest already there was 3.

So basically the game plays correctly but shows a misleading error message.

2-player game: no more than 2 Influence tiles can be placed around each city.
3-player game: no more than 3 Influence tiles can be placed around each city.
In addition to the rules for a 4-player game, the following rules apply:
If there are already the maximum allowed number of Influence tiles placed around a City, the
player can place his Influence tile in an empty Influence slot if it has a higher value than at least
one of the existing Influence tiles (of any player) currently placed in the other slots.
In this case, the lowest-valued Influence tile is removed and returned to its owner. If there is more
than one tile with the same lowest value, the active player decides which one to remove.
Example: 2-player game. There are already 2 occupied Influence slots. Blue places a value-5
Influence tile. He decides to remove Red’s value-3 tile. He could not have placed a tile equal to or lower than value-3.
