On BGG, the only condition to pay divident is to have sell goods this turn (produce is not required)

I think the rules have change. At least in this implementation producing a good is required to pay divident.

And for the bug you talked about.

For move 321 and 435, since no goods was produced the game have force a withhold (OK)

For move 405, even if 2 good was produced the game have forced a withhold by error. Look like the bug happen when produced goods come only from tokens.

But anyway, this rules look deprecated now.

Yes, exactly, the new version of the rules specify that you must produce to be able to pay dividends.

@ggohierroy Where is this specified - The new rule? Cause according to a BGG post of Raymond's he specifies:

What if my company warehoused goods from last round, or I have an extra goods production token, but factories did not produce this round? Do I have to withhold then?

No. As long as you sell at least 1 good, you are not forced to withhold.

We are experiencing the same thing. A company DID sell, just didn't produce, according to the rules I have they should not have been forced to withhold.

According to the V2 rulebook it states:
If your company has failed to Produce any Goods within its factories or has not sold at least one good this Decade, then your company must Withhold.

Which means if you don't produce, but have items to sell, you shouldn't be force to withhold

To clarify, here is the 2 ways to read the rule (mathematically identical):
1) You must withhold if you don't produce or don't sell goods
2) You can give dividente only if you produce and sell goods

It would really help if the rules the game uses are also available in the rules section (and outdated ones removed). As we only have two entries for 'Rulebook (first version)' and 'Rulebook (latest version)' it is very frustrating to realise both documents are outdated and you have to follow the bgg link to find a link to the actual latest rules that are used in the game.
