Tried F5 many times. And the problem persisted throughout the game. Had enough money without discounts. I think there might be a problem with the button to put upgrade in slot 1-3 since clicking on it does nothing.
I cannot select a slot for a new upgrade (first round, all slots are empty)
F5 did not solve issue.
